After Senate Bill 7 went into effect in January 2002, nearly 6 million power customers became eligible to choose their energy supplier. That number has grown through the years. By deregulating the state’s energy market, the Texas Senate gave constituents the power to choose. The process of energy deregulation in Texas dismantled the utilities’ monopoly over the electric market and encouraged customers to explore their energy options.
You may have noticed a lot of electric companies offering a ton of plans and services. But not all light companies in Texas are created equal. So which one is right for you? At Who Is My Electricity Supplier, we want you to trust that you’re getting a custom energy plan at a good price—not just a quick fix that’ll cost you more down the road. In fact, JD Power gave us four out of five stars for pricing, beating out a ton of other large retail electricity providers.4
Fixed-rate plans: Fixed-rate plans give customers more stability for their monthly energy bills because the rate a customer signs up with is the rate he or she pays for the length of the plan’s contract. Most fluctuation comes with usage, though transmission and delivery charges and local fees also can change.. Because a fixed-rate plan sometimes spans two-three years, these plans often require a customer credit check and can include early cancellation fees. Fixed-rate plans, because of the continuing market volatility, probably are the best choice for many consumers.
According to a typical economic theory, prices are optimally determined in a fair and transparent market, and not by a political or academic body. In deregulation of electricity markets, one immediate concern with pricing is that incumbent electricity providers would undercut the prices of new entrants, preventing competition and perpetuating the existing monopoly of providers. Thus, the SB7 bill introduced a phase-in period during which a price floor would be established (for incumbent electricity companies) to prevent this predatory practice, allowing new market entrants to become established. New market entrants could charge a price below the price to beat, but incumbents could not. This period was to last from 2002 to January 1, 2007. As of 2007 Texas investor owned utility affiliates no longer have price to beat tariffs.

Electric consumers who exercise energy choice will communicate with both their retail electric provider and transmission and distribution service provider (TDSP). You can choose a provider to supply your electricity, but not the company that delivers it to your business, home or apartment. In Texas, there are TDSPs that serve different designated areas of the state. Spring residents and business owners work with Compare Gas Prices Energy, a Houston-based TDSP that serves more than 2 million Texans.
Minimum Usage Fees: Often set at or around 1,000 kWh/month, these fees mean you’ll always pay for at least that amount — even if you only use, say, 800 kWh of electricity some months. It sounds nasty, but it’s only something to be concerned about if your electricity bills historically show you hover right around that minimum use threshold. If you’re electricity use always exceeds that amount, it’s like it’s not even there.
Best Electricity Rates strives to help any customer turn the lights on by specializing in pre-paid electricity plans. Their featured plan, Electricity Prices Super Saver, is a great bad credit option for electricity in Dallas. The plan has a base energy rate of 8.5 cents per kWh, not including the TDU charges of 3.46 cents per kWh and $3.49 monthly service charge.
The price to beat seemed to accomplish its goal of attracting competitors to the market during the period through January 1, 2007. It allowed competitors to enter the market without allowing the incumbents to undercut them in price. It has also given energy consumers the ability to compare energy rates offered by different providers. The less-regulated providers undercut the price to beat by only a small margin given that they must balance lower prices (to attract customers and build market share) with higher prices (needed to reinvest in new power plants). Due to the small difference in competing prices and slow (yearly or so) "buying" process, price decrease due to competition was very slow, and it took a few years to offset the original increase by "traditional" electric providers and move to lower rates.

Since 2002, the majority of Texans have had to choose their own Retail Electric Provider (Gas And Electric Bill) – the middleman that buys electricity wholesale, then sells it to you, the consumer. According to the Cheapest Electricity Rates of Texas’ 2017 report, the Lone Star state is “the national leader in competitive residential, commercial, and industrial offerings,” which means there are well over 200 providers bidding for your attention.
Energy users who choose a Garland, Texas, electricity plan from one of many retail electric providers will still receive service from a utility company - better known as a transmission and distribution service provider (TDSP). Keep in mind that you can't choose what utility delivers electricity supply to your location. Garland residents and business owners are located in Energy Prices's utility service area. This TDSP serves about 10 million energy consumers across Texas and monitors almost 120,000 miles of power lines.
Compare Electricity Rates offers a personalized Online Account Manager along with regular posts on social media to keep customers informed. Their featured energy plan, Power on Command 24, reflects their progressive approach to customer needs. When a consumer selects a retail electric provider, the company will supply him or her with an electricity supply plan. Depending on the type of plan an energy user chooses, the supply rate could fluctuate or remain fairly stable during the contract length. Plan type is just one of the many factors a consumer with electric choice can shop for. Garland residents and business owners might also look into a company's customer service history, green energy products, billing options or rewards programs.
The Electricity Plans’s mission is to protect customers, foster competition, and promote high-quality infrastructure. In addition to regulating the states electric utilities and implementing legislation, the Electricity Plans offers Texas residents assistance in resolving consumer complaints. If you have a complaint with your electricity company you can go to the official Electricity Plans website and file an informal complaint.
